There are better cards out there, but you can't say haste has never won games. You can easily "time walk" your opponent by activating his ability.
2 mana is rough for haste, but it comes with a body. I personally love Fires of Yavimaya.

I guess it's ok for a slightly aggressive team deck (like 2HG). There you got a 2 power beater for two mana, that can not only accelerate your creatures but even more importantly those of your teammate.
Still not good. 2/5

It's not super bad, but it's bad. Usually getting haste isn't worth it because it only is effective for one turn unlike other abilities.
