Quang, that's not what he meant.
This doesn't lower the cost of Wooly Thoctar because it costs WGR, and Urza's Filter lowers only the colorless portion of the mana cost.
Example: something that cost 4WGR would only cost 2WGR instead .

Decent card that really is good for a multicolor card deck, especially being 2 less to play. Can end up helping the opponent. Don't like it in EDH much where much of the time my opponent has a multicolored general.

A somewhat counter intuitive card as multicolored spells tend to have very few colorless in their cost since it's mostly taken up by the different colors of mana.

Multicolored: Cards that require mana from two or more different colors
It's not restricted to cards that are two-colour hybrid (black/white, green/white, etc)
