Yeesh... if it just gave Vigilance without a drawback, it would be weak.

It works. There is beginning of combat step before you actually declare attackers. It's ther same timeframe where you can tap your opponent's creatures brefore thet attack.
I must confess though that this is definetely one of the worst cards in Magic. The only use I see for this card is as a combo with Shrapnel Blast.

506.2. During the combat phase, the active player is the attacking player; creatures that player controls
may attack. During the combat phase of a two-player game, the nonactive player is the defending
player; that player and planeswalkers he or she controls may be attacked.
506.2a During the combat phase of a multiplayer game, there may be one or more defending
players, depending on the variant being played and the options chosen for it. Unless all the
attacking player’s opponents automatically become defending players during the combat phase,
the attacking player chooses one of his or her opponents as a turn-based action during the
beginning of combat step. (Note that the choice may be dictated by the variant being played or
the options chosen for it.) That player becomes the defending player. See rule 802, “Attack
Multiple Players Option,” rule 803, “Attack Left and Attack Right Options,” and rule 809,
“Emperor Variant.”

Does this card work as intended with this Oracle wording?
Is there a defending player before creatures attack? If not, giving vigilance to a creature after it's attacked is a little late.

Why Blizzard, Why? I have never even heard of a snow-covered land -_- Clearly useless for modern decks where "snow-covered" lands dont exist. ON the other hand, maybe if u play it during winter?....

Needs more conditions, and maybe a couple more drawbacks. Perhaps both Domain and Threshold... Wait! Snow Domain!!
"Threshold, {X} , {T}: Snow Domain - Give target attacking creature Vigilance until end of turn. X is equal to 5 minus the amount of each basic snow land type among lands defending player controls. Use this ability only if you have 7 or more cards in your graveyard. If creature targeted by CARDNAME dies this turn, sacrifice CARDNAME at the beginning of the next end step."
