Pithing needle can get rid of the downside. Jhoira's timebug/ clockspinning can get more counters on it. Also, make sure that you can find a way to get a lot of little critters out, to make the most of it and remember that it pumps ALL creatures so have a plan for your opponents too.

Reminds me of Crescendo of War in a lot of ways. Wonder if a first strike deck would be doable here?

This is one of those cards that's mostly mediocre so you don't want to put it in your deck (unless you base your deck on it), yet having it out actually proves to be fun in multiplayer.

Political cards like this make me think that there should be some kind of tournaments that would always start the game with an emblem of this in play, so players could adjust their decks to work nicely with this.

Or there would not be one possible 'political emblem' the game can start with, yet a random array of multiple cards with quite different effects (that might even change during the game, like Planes) so players would basically just use a deck you'd use in a regular format.

Obviously for swarm type decks. If printed today would effect only your board and cost 3 to cast. Seems like a playable card as is though, but falls flat verse another creature strategy.

black knight, stone throwing devils, elvish archers and multiple copies of this was great back then. Your opponent used up his mana to remove counters. It even made land leeches scary.
