@Ideatog: I think perhaps you missed that Skull Catapult deals 2 damage rather than 1. They are certainly very similar, of course, but the fact that this artifact is good for double the damage of Mortarpod means that it could conceivably be better in some cases. Certainly strictly different, anyway.
Flavour text is sort of neat... Sorine Relicbane is a vocal spokesperson for the anti-artifact sentiment that was widespread in Dominaria after the Brother's War ended with the detonation of the Golgothian Sylex. It ushered in the Ice Age, and so people blamed and mistrusted anything mechanical for a long time afterwards.
Look at this catapult, though - does it look like an Urza-designed device? Or like something Mishra would have built, for that matter? The basket is a sculpted hand! Where's the design efficiency in that?

For the same effect, try Mortarpod. It costs less to put out, comes with a free token to sac, and can be used multiple times a turn. It does however cost {2} to activate instead of {1}. If you can fit red in your deck, Goblin Bombardment is better than either.
