At worst it is a 1/1 for two.
On closer inspection, its first ability can give you a 3/3 blocker at the least if you've a spare create.
And its last ability is essentially a reusable Essence Shatter! Even sacrificing itself you have a creature-counterspell for turn 3 or one late game for 2UUB.

Why is the rating so low?
This is a cheap creature with very useful abilities.
Use it with Bloodghast, Glean Crawler, Murderous Redcap, etc.

Great and fun card. Steal your opponent's creatures (Seasinger, Old Man of the Sea, Ray of Command, Vedalken Shackles, etc.) and sac 'em to buff your own.

Pretty darn good for {1}{B}. The {T} ability allows you to buff at instant speed, while also triggering graveyard effects. He can also sacrifice himself for the desired effects which makes him pretty darn versatile.

A big part of what makes this card so good is that the threat of its abilities forces your opponent to play around it, even if you never actually use them.

Whenever they attack, block, or hit one of your creatures with burn, they have to consider the possibility that you could sac an unnecessary creature to make a more important one bigger.

Whenever they cast a creature spell, they have to consider that you can sacrifice a creature to counter it (if you have the mana open).

And you're always going to have at least one small expendable creature to sacrifice in the form of the Brine Shaman itself, which will often be a good trade for eg. an important fatty your opponent wants to play from their hand. They can play around it and avoid bad tradeoffs, sure, but any two-mana card that forces your opponent to play around it is worth looking at.
