Seperates the good from the bad: New players tend to play their creatures and other spells on their first main phase, while more skilled players will wait until their second main phase, leaving mana open during the combat phase to feign pressure. This means that newer players will be less likely to have mana open to pay the x-cost, while more skilled players will usually have the mana to do so.

Other than that, I assume this is pretty good against a deck sporting a lot of creatures with haste, as your opponent is more likely to be playing those spells on their first main phase.

Humiliating to get screwed by one these when they pay 1 for X.

Cool, but Swords to Plowshares is better.

Definitely not a BAD card, but i'd rather use Path To Exile. Swords to Plowshares is a great card too.

Oh, so you guys prefer to play Swords and Paths? That's amazing! You guys are sooo avant-garde! I bet you will all shake Magic with your groundbreaking ideas! Seriously though, comparing this to Path to Exile or Swords to Plowshares is laughable. It's like comparing Time Walk to Time Warp. Besides, I don't thinkl white should have access to removal on the level of Swords or Paths.

In regards to this card, though, it seems decent enough. White should be restricted to removal on the combat step anyways, in my opinion, so this is fair enough.
