I love this cycle of lands, especially in multicolored decks. If you don't need more than one of that color of mana, you cycle it whenever you get the chance as a rule of thumb. Why? because if you're able to cycle it, you have that color of mana! A neat way to help a new player avoid mana screw.
It's also very good in various other decks/situations, mostly as instant speed draw in non-blue. You can have "too many" lands in your other colors and these help to mitigate that problem.
