There's a great utility for this guy in Commander. You play your general (obviously something with GW), then you only need to keep three mana open to bounce your Commander away from removal. Then, you get to play your Commander without having to pay the 2 extra for having him sent back to your Command zone. Plus, you also just got a 3/4 creature, which ain't too shabby.

The comparison to Whitemane Lion is flawed. This is not only a trick to save a creature, or some such, but is *above* the curve, rather than on the curve. I personally use both in my cat deck. It's very difficult to snipe my creatures with 8 bounce cards and 4 vines of vastwood :D

Hehe, I read your comment thinking that was me talking! I've been doing that play for years with this guy, and it's so so so fun. My cat deck uses so many free instant speed shinanigans to save creatures, kill creatures, etc.. then plops out a shield of the oversoul or some such and procedes to end the game. I love that deck..
That said, you have the rules slightly wrong, as you have to declare blockers all at the same time. However the following is legal:
Drop Ambusher
Drop Fleetfoot returning Ambusher
Drop Ambusher *again*
and now you can block both. I assume this is what you meant however..

use a Cloudstone Curio and then when you cast this, target your commander with the Curio to bounce back to hand, then target the Panther with it's own trigger.
= a 3 mana return your commander to hand Panic Button!

Play whitemane lion instead.
Yet this card has a special place in my heart because I have used him to such good effect in the past. I like the whitemane lion upgrade, but this is still a quality card, and for all the tricks that you can run with the lion, this one one-ups it as a surprise blocker.

The synergy with Qasali Ambusher is just incredible.
(Example: Given that you have both of them in your hand, at least three mana open and both a forest and a plains (or simply a Savannah or Temple Garden), just wait for your opponent to attack.
Then drop Qasali Ambusher, block one creature, cast Fleetfoot Panther, return the ambusher, and block another creature.
You blocked two creatures and likely destroyed one in the process, and have a 3/4 on the field.
And you'll still be able to potentially recast the ambusher sometime later for free again.)
Then there's also Loam Lion and Savannah Lions...this makes me want to build a cat deck.
Of course there are a lot more of good combos with Fleetfoot Panther if you bounce creatures with etb effects like Leonin Squire (just a random, cat-related idea).

Easy way to explain this. You cannot cast any spells or activate any abilities during the declare attackers or blockers phase. This means that you must assign all creatures you wish to block with at the same time.
It goes something like this (exact name for phases escape me but this is accurate enough for us to work with:
Start of Combat phase (spells and abilities can be used if available)
Declare attackers phase - All attackers must be declared (no spells or abilities can be used)
Gap before declare blockers phase (spells and abilities can be used if available)
Declare blockers phase - All defenders must be declared (no spells or abilities can be used)
Gap before damage is assigned (spells and abilities can be used if available)
First Strike damage phase - If creatures are present with either first strike or Double strike (no spells or abilities can be used)
