Expensive cost for that ability. Outside the color pie these days. There are cheaper ways to get that done... granted those effects tend to be blue or artifacts.

I think the most queer thing here is not so much how out of color this is (by contemporary standards), but rather that this is an elf with facial hair.

The ability was, at that time, a rather 'useful' ability' that can be found on many other cards with the most famous being Icy Manipulator. However the cost is very prohibitive here unless you use Training Grounds or Heartstone, and the only added thing is the ability to untap something

If it was worth reprinting in 3 core sets, why hasn't a playable version been printed? He is a relic. His ability got nerfed when they updated how tapping works. The activation cost was always way too high. I never saw him played.
