Strange card that is difficult to use well unless you already have so much mana that you've got the game won.
That, and I just can't get over a Hydra with 1 toughness, damage reduction or not.

Not a good Hydra. Too expensive, and having to do it during your upkeep really hurts.
Art's rather weird too. Like, how did this Hydra even get close to the guy? There's nothing around!

Functionally, this behaves almost exactly like Rock Hydra, unless you have a card that specifically references the toughness of a creature. Like Rock Hydra, it's a decent mana dump in late game, but not very playable in current formats due to being too slow. Also, most of the time a XR burn spell would be a better choice for dumping your mana.

So this is a probably worse Rock Hydra which is Almost Always a strictly worse Shivan Dragon. (there are cosmetic differences which will matter in corner cases, but for all intents and purposes, Shivan Dragon is a Direct, effective approach to a Red, Mana-Dump Creature, and the amount of headwork involved in showing Rock Hydra isn't STRICTLY worse, that it's "Different", is not the amount of headwork Red is willing to put into a decision.)
Points for flavor for "Balduvian" and "creature- Hydra" though. I wouldn't give this card less than a 2.5 :)
Rock Hydra is a solid 3.
