Normally, but haste also let's the creature attack the turn you get control of it. In this case the haste is given only after his on battlefield so that whoever gets him can use him the same turn.
Costs though too much to be any fun. Despotic Scepter is definately a combo with him.

Oracle wording will change when the September 2010 Update comes into force. Unfortunetly, he won't get a second creature type with the change. Why is he just a Human? Why didn't WotC give him the Warrior type when they took away his Lord type?

An old favorite from my earlier days playing. Always thought of this as the Lord of the Pit of red.
Got eight mana and you can finish 'em with a swing for seven? Go for it. Eight mana? Yes. Equip with Strider Harness for haste after you play him. And with some instant-speed burn/removal you can do a bit to try to keep the number of permanents an odd number when your upkeep rolls around. If you lose it, you can steal it back for your attack with Act of Treason.
It's hardly the best big red creature out there, but it's not horrible and it's dripping with red flavor.

Oracle text seems to be quite a bit different from the card text...

Creatures can't attack unless you controlled them since the beginning of your turn. If you gain control of the lord because of his ability, then you could normally NOT attack with him that turn, because you just control him since his triggered ability resolved during your upkeep, and not since the beginning of your turn. But since he has haste, you can attack with him that turn.
The point of him losing haste when he enters the battlefield the first time is to not let people attack with him the turn he comes into play. Instead, it's there to allow players to attack with him after the controller changed. Else the controller might change back and forth without anyone beeing able to attack.
All in all it's an interesting card imho, but the creature creep made a 7/7 first striker for seven mana pretty redundant. Today he'd have to be something like 10/10 trample first strike for the same amount of mana.
