The case for this guy rests on needing artifacts of your own. Manic Vandal will destroy your own stuff if there are no other choices. Having an option to not destroy an artifact is useful in some decks.
Still, I would be more likely to play a version if it had any kind of reasonable stats.

@majinara: Im not sure how you play commander with you and your friends, but there is never a turn where no one casts a spell. He would never transform. 0/5 material in Commander. There are several other creatures that have excellent recurring artifact removal without a tacky transform effect required.

Ok, so if no spells were cast it's like nighttime because people are sleeping! No one is doing anything in the game so it must be night! Similarly if people are casting a bunch of spells it must be daytime!
It only took me a year to get that..

Great flavour! Though not reliable enough if you are using it for artifact removal- which in turn makes the reduction in toughness not worth its ability.

For Commander he is not that great, simply because he is too vulnerable with two toughness half of the time. On the other hand, getting him to transform every now and then doesn't require mana, so once in play it's "free" artifact removal. Still, too vulnerable. As such, for Commander, I give it 2/5.
