The card itself is pretty bad, as most cards that offer the choice to the opponent often are. Also not sure why it's blue...
And yeah, the art... of course. Looks more like "Destroy target outfit" than creature...

As for the mechanics, I'm actually not all that fond of this card. While admittedly it can be interesting to force someone to choose between a large sum of life and their best creature, the opponent will get to choose and will often choose optimally. Non-restricted targeting does not warrant the multicolored and additional cost nor the ability to save the creature when compared to Terror or Doomblade.
The art, on the other hand...

Why is this rated so low? I think it's a pretty good card. Blow up a fatty or your opponent has to lose a nice chunk of life.

I think it's good, it doesn't discriminate and it offers a sometimes painful choice; a powerful potential burn-spell in colors that make it interesting.
Nothing beats firing one of these babys at Kosilek, and seeing if they'd rather watch it die or pay the 12(hoping you have Leyline of the Void to make sure it stays dead, too)
