This card is absolutely devastating when combined with mana ramp. The only thing that can stop me from blowing up your hand by turn 4 is 
. And if you recklessly dumped your hand full of creatures out by turn 4, my life's finale will finish you off all the same. When this resolves, people scoop.
Edit: With the new Rakdos's Retur, this card is nothing in comparison. By the time you have 7 mana, return can trash 5 cards and blow up a walker, or their life. Plus you don't have to have 7 mana to use the return.

It's hard to say this isn't just worse then mind twist. If they wanted this to see EDH play they would have made it each opponent. This is actually just a bad card and too dangerous for multi-player games.

Yes, you need say more. I have no denial in running it in a commander deck with her, but I see zero synergy between the two. Jeleva deals with EXILED cards. Maybe with Carrion Beetles or something.

Being an instant would have shot up the rating of this card at least 1 star in my opinion. Say someone just played a Sphinx's Revelation or Blue Sun's Zenith at the end of your turn. If this were an instant you'd have something to punish them for that.
I don't even care about the mana cost. I know there are other discard choices available to black, and losing your hand is nothing to scoff at (even without more then 7 cards in it), but the fact is that, as a sorcery, this is an underpowered rare. That's what most bothers me about it.

The opinion towards this is very negative, but it would be absolutely insane any cheaper. I've only played it to a good result, and any time I needed to play it, I had the mana, and that's pretty easy with things like Nykthos, Shrine to Nyx. 4/5
