I put one of these in my Zur the Enchanter EDH deck and it has been used to great effect. Sure most of the time I go for stuff like Oblivion Ring with Zur instead, but this can either straight up kill an opponent's General, or copy any other useful creature on the field. And since you're getting most of your stuff with Zur's ability, the BlueBlue isn't terribly hard to pay if you chose to copy something non-legendary.

My only wish for this card is that it functioned more like other cards with the "Clone" effect where it doesn't target the creature it's copying. That way I could have an easy way around all those blasted Lightning Greaves getting equipped to Generals in EDH.

I also have one in my Zur EDH deck, generally I follow it up with, "Oh, you got yourself some land via prime titan...that seems like a good idea, I'm going to do the same for free."

You can play this insanely early, but I can't imagine why you'd want to- early creatures are weak, and you'd lose BlueBlue every turn to just keep a weak crature around. But in the late game, this is crazy, and BlueBlue is definitely worth it in most cases.
Secondly, this isn't an enchantment creature.

The Liminid is still the first Enchantment Creature. Dance of Many is an enchantment only, not a creature. It creates a token that is a creature (and not an enchantment).
