No. He's not Dementia Sliver for two very big reasons.

A: he is a manna pit. If you don't have the manna you can't use him. (Downside)
B: Dementia sliver is random. Even if you know every card in your opponent's hand, you might still guess wrong on the one that the randomness picked.
