This was printed along cards with Flashback and Madness. If you crafted your hand carefully, this would be a good discard outlet, similar, though not as powerful, to Wild Mongrel.
If your hand consists of stuff like Fiery Temper, Violent Eruption, Firebolt, Reckless Charge etc., then you'll probably don't mind discarding random cards as much.
In any case, this isn't a 1-star card since it actually has the potential for powerful plays.

So Dwarven Weaponsmith goes from being a Dwarf to being a Dwarf Artificer, but this guy doesn't?

Dwarven Weaponsmith turns artifacts into weapons. This guy just forges them the normal way. Plenty of MTG blacksmiths aren't artificers (though a few are.)

The random is what kills it for me. Had it just been , Discard a card: I would have loved it, great madness enabler.
Flavor text is bawse though. Can't argue with that.
