Well, it seems people have rated this card a 2.
When you consider this card as blue creature removal, it doesn't seem too effective. If the targeted creature isn't already tapped or if it has vigilance, then this is a dead card. In addition, the creatures controller can pay the penalty to get his creature back into the action. For those reasons, I guess I understand why people would rate this card so poorly.
On the other hand, if you use it on your own creatures as an untap and graveyard filling mechanic, I think it can be abused quite easily. When put on a Llanowar elves or other mana producer, it becomes a free way to dump your hand. Enchant an Archivist to start cycling through your library for . Enchant an Arcanis, the Omnipotent to Sift for .

This sucks as removal, but might have worked in any block other than Odyssey.
Still, it serves nicely as a discard outlet and can provide plenty of combos. I would give it 3.5*

Combined with Damia, Sage of Stone, it becomes:
1: Untap Enchanted creature and Cycle a card.

I only play casual and this could be fun combined with Megrim to lock down a scary creature and/or produce pain.
