He's indeed quite expensive, but at least one of the rather playable creatures of Homelands.
Triple-red activation cost demands a preferably mono-red deck, though.
Yet I don't exactly get why he has a double-red mana cost while Chandler has not.
But one thing that might be notable for them - besides being complementary: They're common legends.
Something you will most likely not see again for a long time.
(I always thought they were Uncommon, but since the official Gatherer states otherwise i'm willing to believe this is correct.)
Aside from the enjoyable art of Joven himself, did you examine the rest of the art? Take a look at the sign in the background:

Now consider that and look at his gaze and how he carelessly folds his arms.

He's a bit expensive for what he does, but he does it well. Between this and Gorilla Shaman, artifact combo decks were damn near impossible to play for a while.

Homelands only had commons and "uncommons" and back in the day those words could have multiple meanings as not all commons and uncommons were printed in equal amounts. When the gatherer lists this guy as common it might mean he was one of the more heavily printed "uncommons".
