It doesn't quite fit with the color scheme. Red doesn't bother with -1/-1 counters and whatnot; red just blows the ever-loving snot out of creatures with direct damage.
That said, this isn't bad if you're playing against a deck with lots of big creatures in it. But against most decks a Pyrotechnics or Arc Lightning (or if you have enough mana, a plain old Fireball) is more versatile and effective.

Like most cards that grant an opponent a choice, its not that great. Only useful when the 2 creatures are basically the same level of threat to you.

Hmm, this card's kinda like a fork in chess. Even if it isn't quite fitting, and even if it's mildly overcosted, this is pretty nice for a homelands card.

Not worth it when your opponent gets to choose. 2.5 stars though for the nifty trick suggested by the ruling; target two things and zap one, and the other must be sacrificed. Not sure creatures immune/out of reach of burn that aren't pro-red are common enough for that to be worthwhile, but it is something that is otherwise hard to do with pure red.
