It's "reusable", doesn't cost colored mana, gives your opponents a chance to make mistakes and doesn't cause you to lose life. Look at the top ten cards of your library and put a card into your hand sounds good to me. "Extremely costy" compared to what? Planar Portal? Is it amazing? No, but then again most Magic cards aren't.

The first attempt at a Fact or Fiction mechanic. This version is actually quite bad, and Fact or Fiction is just stupid good...it's just funny that the mechanic changed that much in that time period.

Extremely costly in every way, but digs ten deep for a card; if you really, really need that bomb, you'll probably get it after this. Of course, you could also use a Diabolic Tutor by then, but at least this lets you dig more than once.

I definitely like the flavor here, but there's just so many things that can go wrong when using this. On the other hand it is reusable.
And like someone else said, Laboratory Maniac exists.
