@Frag, Damnation kills Akroma. Both versions of em.
I think its nice, since it requires no mana for the upkeep.

The life loss is made up for the fact that Legacy games are quite short, under 7 turns usually. For the amount of life you might loose the effect is devastating and it could easily win you a game. Also, affects none of your perms only their's.

Tremendous value for mono-black decks, especially with the timing of the requisite white or green permanent sacrifice, and the scalability of the effect.
If choose to pay 0 life, each opponent sacrifices 1 white or green permanent during their own upkeep. If you choose pay 1 life to keep it to let it mess up an additional opponent's upkeep, you'll get rid of a 2nd permanent; etc...
Moreover, this is basically mono-black's only way of getting rid of troublesome enchantments.

an auto-include in the sideboard if you're running mono-black..

Why so low? This used to be a great sideboard trick. Black is great at killing creatures, but this can take care of pesky white and green enchantments.

It looks really good. The only thing that bothers me is the fact that green and white are also the two best colors at removing enchantments... Potentially game-ending though and that loss of life is completely meaningless in the long run.

Dystopia + Painter's Servant + Gibbering Descent with hellbent = Everyone else sacrifices a permanent, loses 1 life, discards a card on their upkeep, and you don't even have to pay life! Not the most practical, but it would be so much fun if it was put together.
Oh man it's almost like a Smallpox every turn for your opponent!
