Would've been ok if it was up to three creatures. Might still fit well into an Underworld Dreams deck.

Great card for discard decks. Good creature control, plus force them to draw three. Now you have ammo for discard spells and specters. Great way of forcing to draw if you don't want to splash blue in your discard deck.

"up to three" means zero, one, two, or three. So yes, the opponent could choose not to draw.

Fun with Horobi, Death's Wail. If the opponent chooses the second option, the creatures will be dead before resolution and the spell will be countered, preventing them from drawing.
