There are a couple of different approaches they took to tokens. Some they updated because the name they already had imply a type: Minor Demons are demons, Wasps are insects, and Sand Warriros are warriors. Some tokens -- such as thrull, saproling, and goblin -- have synergistic card sets built around them, so of course those don't change.

The most they could do with citizens, deserters and so on is make them humans. Take Citizen tokens: if they had wanted the tokens to be townsfolk (the type used for all civilians back in FE), they would have called them that. For that matter, they could have actually let them be soldiers or knights from the beginning. The fact that they deliberately chose a type that doesn't match any type found on a creature card suggests that the tokens were meant to be one-off, expendable guys with no tribal synergy. The same for the serfs made by Sengir Autocrat. Changing the types might thus be seen as changing the original design intent of... (see all)

It might have been in one of the Cold Snap theme decks. They did reprint a few cards from Ice Age block in those, and they were templated for the new game.

EDIT: I just checked, it's from Kjeldoran Cunning, a Coldsnap theme deck all right.

This card deserves praise for flavor.

On the other hand, its drawback can be turned into an advantage, but it requires too much build-around IMHO...
