Not a horrible card, but chances of these guys not getting blocked are fairly slim.

It's nothing mindblowing, but it has its uses. Strangely enough, this might interfere with other blue decks more than anything else. Brainstorm, Soothsaying and other deck-stacking tricks can get thwarted by this little guy. What's that you say, you don't think it'll get through? That's what all those blue evasion spells/abilities are for. You're playing blue? Think then! He's merfolk, so Merfolk Sovereign can give him a boost and make sure he gets through to do his work.
It can also mess with Sensei's Divining Top and the second ability of Liliana Vess quite nicely.

Seriously though, an interesting card in conjunction with Crafty Pathmage or the like, though for a similar cost and use you can also go with Lurking Informant. Interestingly enough, you can deny even lands if an opponent is manascrewed...not nice.
