Then what if your opponent is playing anything but a deck? If you pick both, then your opponent HAS to have one plains, one island, one Blue creature, and one White creature. Otherwise you can't satisfy all of the targets of the spell and it can't be cast. You could potentially get by targeting combinations like a creature that is Blue AND White for both of the creature targets depending on how it is worded (one would fizzle, but the rest of the spell would proceed). But still, I think it would be worse than it is now if you had to go with both modes.
