If you have no lands in your library, this card and Undercity Informer can mill you out completely for just 4 mana. With Narcomoeba, Dread Return, and an appropriate creature to reanimate you can win on the first turn. I'm working on a deck with Lotus Petal, Chrome Mox, and other fast mana sources.

@lorendorky Yeah, the combination of both stats and abilities make him a good pick in limited.
Outside limited, one can mess with the grind mechanic, this one's not too badly costed in my opinion.

I feel this card has great synergy with any other creature that can get around blockers and Voidwalk as you can just exile this guy till the end step and then mill your opponent each turn.

While I'm not a fan of the deck; he is the center of the deck archtype which has been mentioned in other comments, called "Oops", so he probably shouldn't be 2.5/5.
Considering it's a difficult to counter (when well built) archtype in legacy and modern, possibly even vintage; there should be some credit where credit is due. They double as mediocre charbelcher decks, requiring double-hate to effectively neuter.
A begrudging 4/5 for this..

i love the idea of mono black mill. with a decent creature body (and tribe), i'm looking for it to put creatures into the graveyard for my chainer commander deck. i'll always play this over destroy the evidence.

A solid body with great tribe and a land mill stapled to it? Definitely useful. Also, T4 - T5 is when your opponent is looking to draw some land. This dumps it when they need it most.
