Without including the milling, a 2/3 flyer for is good in limited. Black isn't the most abundant flyer colour, and if you ARE going to be milling, you'll need some solid blockers, so toughness is more important than power.
The obvious problem with mill in limited is that you're limited with your choices. You rarely can go straight mill without losing or getting close to it.
However, in the prerelease, milling proved to be more of a deterrent than a win-con. There have been so many times where someone milled someone's big mythic bomb. Since none of the guilds in Gatecrash benefit from graveyards other than Dimir, milling JUST to hope to get rid of something useful can do better than any plain-old Cancel.
I don't think this'll be a last pick or even late pick at any time. Some people may look past it, but

Voidwalk onto an unblockable, hexproof creature targeting this guy every turn equals a win in about 15 turns. Kinda bad way to represent Dimir, though.

Deserves more love than just 2 1/2 stars. It's a reliable card and a good staple for any Dimir build with critters like Consuming Aberration lurking about.

An odd creature that's playable in Legacy but nowhere else.

He's a spy because his etb ability let's you sneak a peak at your opponent's deck. Nice design.

@Chamale
That's just crazy enough to work. Look into a Laboratory Maniac win if possible (A single Think Twice in the deck will let you draw out if you can rustle up the mana)

Put no lands in your dredge deck then use him as a dread return target.
