Say what you will about cipher being overcosted and underpowered, we simply can't ignore the super cool synergy this card has with old Dimir. That's right: transmute. Transmute a Dimir House Guard for this, cipher Midnight Recovery onto your choice of creature (actually, the House Guard would've been the best choice to cipher onto, having both fear and regenerate XD). Now tell me that repeatable tutoring isn't cool, even if it's only at 4CMC (Diabolic Tutor says hi). And if you manage to get a hold of more transmute creatures, you'll only be giving yourself more tutor options.
Dimir will always be #1 in my books.

Maybe this will see some prerelease action in the Dimir mirror matches? I suppose the two players would have unblockables just passing by each other every turn. This card would let you recur some of the creatures that your opponent would inevitably mill. Other than that, though, this card is pretty much unplayable.

Can be abusable, although I guess a lot of the cipher cards can be with unblockability and double strike. 3/5

this is the only cipher card i am looking forward to play in pauper. you can say it is overcosted but it is an obvious late game card advantage. in early game you don't have so many cards in your graveyard to recover. compare it to disturbed burial. you need the mana to cast the spells so cipher here is really doing its work.

Found a place for these - in my Gruul deck, mixed in with a few other black sacrifice-related creatures. It's a bit of a trick to pull off sometimes, but when you can bloodrush a Ghor-Clan Rampager onto a creature, have it attack through to an opponent's health with the +4/+4 Trample activating the cypher, and get the card back in your hand when it's all over, you're opponent has a brutal stock of tricks to put up with.

@Majinkajisan
Necromantic thirst is a lot worse than this card, but that card is bad.
Don't go around telling me spineless thug is better than mindless null and saying I'm a hater because I say spineless thug is really bad.
This card isn't very good, but still has its uses. I have it in my pauper EDH deck because it gives a steady stream of card advantage, and pretty much always at least gets me a 1-for-1.

This is Necromantic Thirst that's more splashable and has a cantrip.
You guys are haters.

I mean disentomb rarely ever has to cost one mana and this can be nice in a self-mill deck. I'd be happy to draft it.

I think cipher is generally 1/2 a mana overcosted but still decently playable due to possible abuse and unblockability but this is sad.
