A more durable Meddling Mage made better in a mirror match. Your opponent can't cast Sphinx's Revelation while you draw 2 more and gain 2 more life when you cast it? Nice.

The obvious application is against mirror's Sphinx's Revelation, but you can use either part of Council's ability outside of mirror to great effect. Rewind suddenly cost only UU and still untaps four lands.

Errata: The text should read "Your opponents can't cast cards named Sphinx's Revelation. Spells named Sphinx's Revelation cost you less to cast."

I like the art throwback to the Grand Arbiter. Anyway, you can mainboard this, and based on what you're playing against, you can choose anything from Searing Spear to Unburial Rites.
