I'm not sure I would categorize what he is seeing as traumatic. Seems more like he's getting a glimpse of something strange or unthinkable. Maybe he has a fear of owls and I'm just inconsiderate?

This card should really be thought of as
Traumatic Visions {1U}
Instant
Search your library for a basic land card and put it into your hand.
{3UU}, Discard Traumatic Visions: Counter target spell.
The basic landcycling mode is the main mode. The ability to be used as a counterspell in the late game is just a bonus.

Do you want a Traumatic Vision?
Next Year:
From the Vault: Gatherer.
Featuring 15 Planeswalker cards based on Gatherer Trolls! :D
Including 6 with new art! (WOTC is cheap and will recycle 9 completely random inappropriate arts for the others, like the beloved-but-forgotten 'Squirrel Token' commission..)
MasterofEtherium
TimmyForever
WrathofShane
ParallaxtheRevan
MisterOrange (not from Gatherer. also not a bad guy. he's more of a trollololol)
and of course, the BIGGEST troll on ALL OF GATHERER, responsible for 99% of Problems (but a General ain't one)
Mark Rosewater (Designer of hundreds of awful cards and keeps making Magic Suck)
If anyone takes this post seriously, that would REALLY be a Traumatic Vision o.O

The true purpose of this is to give you options.
Early-game, it's an uncounterable Lay of the Land in Blue. If you rationalize the landcycling spells as such, it seems a lot better. Remember, Blue has very few "search for land" spells... if any. Late game... it's still an uncounterable Lay of the Land in Blue.
Although the amount of Counter-Spells in this set is quite minimal, paying more for Cancel is kind of... Well, lackluster.

Absolutely fantastic. Every control deck should have at least one counterspell, and if you count these as land (which they basically are) they don't even take up a deck slot. Nothing quite like topdecking a 'land' lategame and sitting on it to ensure victory.

Useful in Limited, but not much else. A five mana Counterspell with the upside of landcycling.

The early game commander player in me likes the cheap mana fixing! The late game commander player in me likes it because he would much rather top deck a 5 mana counter spell instead of a land!
