It was kind of an odd splice cost. Cool, but you were never really sure whether you should hold on to the card and splice it. Plus, a lot of other black Arcane cards did mess with your graveyard - Goryo's Vengeance, Footsteps of the Goryo, and there was even a Disentomb equivalent.
Effective, but very odd. Would've preferred Rend Flesh though, disgustingly good card.

What I've found interesting about this card is that the splice cost is unaligned. So, you could include it in a deck just to clear your graveyard and sit in your hand for Wisdom effects.
I can't really think of many reasons to clear your graveyard, except for some Dimir cards and the Goyf, but some combo player has probably done the homework already.

While Doom Blade may be better, (by much) I wouldn't mind seeing a version of Horobi's Whisper with a lower Splice cost...say, 2 cards from graveyard...in a future Core Set. :)

Unfortunately in modern masters the only hope of splicing you had was to a late Kodama's Reach. Still, a fine card even if you don't splice it.
