It might be a Mutant Ninja Turtle, but it's neither a Teenager nor a Child.
Little Girl might be a Child, but since creature types (like colors) from Un-Sets can't be chosen (anymore) in regular play since the Grand Creature Type Update.
The other card you mentioned with a little girl on its artwork is an excellent combo with Mothdust, however.

Au contraire, BOXN. This little one-drop is a key player in my changeling deck. He's a good first turn play that becomes a lot more powerful with the application of Peer Pressure or Alpha Status. Yes, that's also true of any other changeling, but no other shapeshifter can get the changeling effect out so efficiently.

Love this guy for the fact that he's one of the cheapest Dragons, Eldrazis, Giants, Angels, Treefolk, and Beasts in the game, all at the same time.

The only good use for this card that comes to my mind is Faerie Tribal, only for an extra body and for Spellstutter Sprite to become a good counter on turn 2.

Not to be underestimated. For a lot of tribes, this is their only one drop. Some of those tribes weren't balanced a cmc this low in mind.
