Effectively turns your slivers into Hellriders for a slightly higher cost, but you can hit creatures with the triggered ability. I think that's a fair tradeoff.

Hellrider is rolling in its grave. More splashable, targets creatures, and falls right on the curve after Bonescythe Scyther. Naya Slivers is just waiting to raid Standard.

I'm just wondering if 5 is too much for this to see competitive play. I'm not worried about 3 color slivers being a thing, what with manaweft slivers and still having cavern of souls until october, but I'm wondering if he's too high on the curve.
just some random brainstorming:
striking sliver (maybe arbor elf instead as a 1 drop?)
predatory sliver
manawesft sliver
bonescythe sliver
thorncaster sliver
seems to be the obvious includes, then maybe sentiinel sliver? really wondering what non-sliver creatures fit in here, and whether or not the deck can support mutavault given all of the dual lands and manaweft and cavern of souls.
Beyond slivers we'd definitely see some naya staples llike boros/selesyna charm (maybe 1-2 unflinching courage in the board for ... (see all)

What about the haste sliver? He is not as nicely costed, but 3 is a slot you did not hit with your list. Haste will make this guy strong, and keep in mind that you don't actually need to have this guy attack to get the effect. You play it after you've played slivers on turn 1, 2, 3, and 4, and then swing - you burn away blockers that threaten your slivers, and shoot the rest at the opponent's face. This will crush blockers.

lVault of The Archange and this guy will be awesome friends in 5-color Sliver EDH.

Why is this not rated higher? Yeah, 5CMC might be hair higher than we'd like, but if it only cost 4 there would be wailing and gnashing of teeth about power creep and overpowered cards and how REAL Magic was back in the days of Grizzly Bears.
Ahem, back on topic....
This is fine for the cost, especially if you have Blur Sliver around (which you really should if you're using this). SHould be AT LEAST a 3.5/5.

I call this guy Hellsliver.
I think his effectiveness will depend on the deck. Like others have said, he's probably too high costed for fast aggro Sliver decks, but in a midrange deck he'd be an excellent curve topper.

I can't believe this is rated so low. This guy is excellent especially if given haste. Swing with a bunch of double striking slivers and let this guys ability clear the way of all the weenie blockers.

Damn 5cmc, too bad there's not some, I dunno, Tribal Pseudo-BoP to ramp into it faster...
Cough Manaweft Sliver cough
...sigh
