Fun bit of trivia: Regrowth has to be restricted in Vintage for the same reason Burning Wish does -- it doesn't break the game all by itself, but it lets you get around the restricted list.
Whether by Dredge or by Oath of Druids or by Gifts Ungiven or whatever, lots and lots of cards end up in the graveyard fairly early in a Vintage match. By turn three or four, having four Regrowth and one Wheel of Fortune (or four Burning Wish and one Wheel of Fortune in the sideboard) is almost the same as having five Wheel of Fortune.

I was shocked this got reprinted. This was often called 'broken' back in ancient times. 4.5, only because Yawgmoth's Will can be used to recycle many of the overpowered/restricted cards in your GY, and this only allows 1.

Rarity is pretty irrelevant in a Duel Deck as you're guarunteed to get the same cards in each purchase.
