No, this won't touch Vintage and Legacy with Ruination around (and not being used!)
The idea of this card is to majorly screw five-color decks while being ineffective against the more fair two-color decks. Its essentially a more focused ruination that makes less people immediately start to whine and pine.

This card is making me add 5 more basics to my 5-color deck. I do like it a lot though. It is a lot nicer than Ruination. And there are a lot of utility lands that need hosing.

Interestingly, this can work as a means of Mana Ramp. Remember, these lands go into play untapped.
You can have a bunch of non-basics and use them to pay for this, then even out your mana count by searching for what you need. Too many lands in your 3-coloured deck? Now you can change it!

I hope Vintage and Legacy decks take this as evidence that it would be wise for them to pack a fair number of basic lands. After all, this is potentially a one-sided Armageddon if they don't have basic back-up.
