Compared to the other forces, he is a bit weaker in my opinion.
Currently, Verdant Force, Magmatic Force and Baleful Force are on roughly the same power level, while Celestial Force, while still a fine card, is a bit weaker.
How good this thing is depends to 90% on your deck. In the worst case, this guy got some weird form of vigilance. You can also tap the stuff of opponents, or untap one of your lands each upkeep so that, before it's your turn, you can cast some instant or activated ability.
In the end though, it depends on howe well it synergyzes with yout Commander, and how many combolicious cards you got in your deck.

Anyway, compared to "Free Lightning Bolt" or "Phyrexian Arena each turn" or "1/1 saproling", this may not have as much power as the other Force's. That being said, Blue's always can turn a trick or two, and this is no exception.

Although Twiddle initially seems a lot weaker than Lightning Bolt, keeping each opponent's best creature tapped is a powerful ability.
Definitely the most political of the five.

Stasis has a new pal. Untap one island on your turn, and something else (like this guy) on their turn. Or just keep them locked down if you already have a way to pay for Stasis.
