Just opened and played the Oloro the ageless deck with this guy in it. While I was underwhelmed when I read this guy, when I eventually got around to casting him he was quite amazing.
Basically, this guy read that you get to tap down the biggest threat of each opponent, gains vigilance if the opponent is behind and deals neatly with some very annoying cards like a maze of Ith. Or even: just tap down multiple creatures of this one guy who you want to deal with.
His strength in comparison to the other forces is his flexibility. His ability is powerful yet situational, especially when decks play beefy guys, like many commander decks. I think he's not so much worse than the magmatic force and in several occasions just plain better.
Good card! Much better than you'd think.

The forces can be nice, in EDH. But in any other format they're next to useless.

Rishadan Port every upkeep, with no mana investment.
Along with loads of other things.
