We've been seeing this card a lot lately, so I won't be surprised if it gets rated lower than usual. All the same, I think Wizards is just pleased to finally have found a balanced blue lock-aura to stand aside White's Pacifism and Arrest.

It took me until Jace's deck to realize why this is blue. With this and Agoraphobia you are altering the creature's mind to make them have these fears! Until now I just looked at it as blue needing some way to shut down an opposing creature. Thank you duel decks, you have done flavor a favor.

The card itself is balanced, as has been stated. I can see it being a reprint staple for quite awhile longer
