He's a 2/2 for two. That's okay. The mana ability costs a heck of a lot, but you don't have to use it. He's gonna be a 2/2 even if you ignore his ability. But his ability can be something special in a pinch. Not bad for limited.

@Continue : I'm gonna go give a shot and be an advocate of the devil here. So yeah, Glory Seeker is a soldier, which can get massive support from white. So if you build a White Weenie deck, that's much more useful than this card.

Jokes aside, I do think that's it's a rather fair defensive active. In limited or in a more casual setting, this card can do a great job on stalling your opponent while you're hoping to get better stuff on the field or a removal to get rid of their stuff.
I'm not saying it's the best, but it's fair and it's stabled to a 2/2 creature which you can also use in a different way.
