As much as people whined about Cipher's price on commons, this card compares pretty unfavorably to Midnight Recovery.

The other thing to consider here, anotherfan321, is that in a multiplayer game, there could be someone open to attack. So even if this is only on a bear, for example, you may be able to find an opening so you can revive some other dude. I wouldn't normally like a card like this, but give the Conspiracy format, it can be pretty good.
Also, consider the amount of creature destruction spread across the 3 or 4 players. I think that graveyard recursion will play a decent role in Conspiracy drafts.
