It's 4/4 for four mana and a nigh irrelevant drawback if splashed into a nonblack deck. Was originally a Fallen Empires card and the game was much slower then.

There was a time where a 4/4 for with a drawback was a worthy rare and playable. That time is not today. Even still, black creatures tend to run on the expensive side for their P/T and drawbacks to get cost down are classic black, so its still a decent fit for the color. Below par by today's standards, sure, but there are worse things out there.
