There was no fixing of this card. It was working all the time same way. Please notice that this version has type "Mono Artifact". It is alpha edition version equivalent to tap symbol. If you were activating ability more times in turn, you were breaking rules of MtG.

A colorless pinger sounds good, but 3 mana, I'd rather splash blue for Tim...

The first version I ever owned of this card was just like the one above. No tap symbol. I used to abuse the crap out of that. Too bad they fixed it.
