Sure, rewind and dismiss are better, but it's a counterspell with (2) quasi-scry 4.
Not bad at all.
Always good to know if you're getting those next few counters.

For a four mana counterspell, I'd rather play Rewind or, of course, Cryptic Command.

I actually enjoy having a random ability strapped on to an unconditional counter. How about "untap three creatures" or "put target island in your graveyard on top of your library." "Move the top seven cards of your library to the bottom, in any order" might also be a blast. They don't need to be associated with the counter spell effect in any way, you see?
