BROKEN. Cycling is an instant speed effect, swing through with your 6 little elves, they get blocked and BAM! 4 mana you get to draw and basically wipe your opponents board. This card breaks limited play for legions.

I know when you would want to play it as a creature- I have:
After your opponent wipes all of you elves with Volcanic Fallout and expects your back to be broken. Then you kill him with your grizzly elf. And you can actually do that reasonably well as opposed to the other striders whom are all pretty poorly costed for their non-cycling abilities. Except maybe Gempalm Incinerator...

Actually the most playable in creature mode- and there are situations where you might actually want to play this as a creature.

He's good, but not great. I'm sure he was an All-Star in his own Limited Format, but Constructed has simply passed him by. Even in Commander I wouldn't play him. For the sake of keeping the lists exactly the same, I might play him in Elves vs. Goblins, but that is it. The simple fact is that there are better ways to pump your elves than a Grizzly Bears, and while I get he's a 'charm' of sorts with different modes, I'm still convinced you can find better options in single mode cards.
Like Triumph of the Horde or Elvish Archdruid/autocard

Strictly better than Grizzly Bears, down to the more relevant creature type. Actually, I don't think anyone plays this as a creature.
