Accept no substitutes.
Rumor has it that in the playtest of magic, this originally read "your opponent loses next turn." it was reworded to be less confusing.

I can't think of many decks which can run this card which wouldn't benefit from it. Final Fortune and Time Warp both show just how undercosted it was.

exactly. take a look at Zher0's comment on the Unlimited version of this card for example, it paraphrases the effect of an extra turn, which reveals an entire list of beneficial things they would probably never have given a card with a cmc of 2.

No, spells aren't allowed to be good anymore. It would need to come on a creature. Hmm...

Ahh, the early days of MTG. 1U = Free Turn. No, thats not broken? Hey Mark Rosewater, quick...make this a Foil Promo before the year 2011 hits, and all cards on the Reserve List get restricted from being reprinted in premium format. Please, pretty pretty please! Ah well, I quess Wheel of Fortune will have to do. LOL :) 5/5

According to current R&D practices, this would be perfectly balanced if only it was "Mythic Rare".
