Well a few reasons.
Blue doesn't pump as easily as other colours.
By the time you have 8 mana, your ability to deal 6 damage with a creature will probably be quite low, unless it has flying :)
And its a wizard (if youre that way inclined)
Not exactly good reasons, but still.

He's not exactly aggressively costed to begin with, but decently well-costed for blue.
His ability is steep, but there's way to get there, and it only requires one pip, to play or activate, so its easy to run in multicolor decks.
