Easy to abuse this card in any deck that ramps up to a lot of mana.

does it mean that all players wont be able to draw a card during there drawphase unless they'll pay 2?

Costing 1 less would've been nice and would make it more similar to its howling mine brother.

Goes great in my elf-armageddon deck. Much better than Howling mine for this deck. Other than a few other decks that build a heavy mana base and have good reason to want to draw lots of cards every turn, this card is probably less useful than other choices.
