If you're looking for the blue Steve Irwin card, Taunt is a better bet. That or Manta Ray.

Nope BarryOgg. A creature is neither unblocked nor blocked until blockers have been declared.

For a while, this was one of the most important creatures for blue decks. Creatures an opponent might get into play where simply constantly bounced or countered. Then the ophidian could attack and draw more bounce and counterspells. When the opposingplayer was out of threats, you'd simply drop your finished and win.
